Spill Prevention, Control, and Countermeasures (SPCC) Plan Portfolios

The USEPA’s Oil Pollution Prevention Regulation - 40 Code of Federal Regulations (CFR) Part 112, requires facilities prepare and certify a Spill Prevention, Control, and Countermeasures (SPCC) Plan.  ARCADIS was retained by the United States Coast Guard Engineering Unit Cleveland and Civil Engineering Unit Miami to inventory and inspect above-ground storage tanks systems and other potential oil-polluting operations, then develop and certify (by a Professional Engineer) SPCCs plans for over 40 facilities.  The facilities included small boat stations, housing units, remote aids to navigation stations, training centers, and air stations with large tank farms for jet fuel storage.  The scope of the projects included Sector Detroit, Sector Lake Michigan, Sector Buffalo, Sector Sault Saint Marie, Sector Philadelphia, Sector Delaware Bay, District 5 Units, TRACEN Yorktown, Group Mobile, and Sector San Juan with facilities located
in ten States (AL, IL, IN, MI, MN, OH, PA, NC, NY, VA) and Puerto Rico.

At each station ARCADIS conducted a complete facility walk-through utilizing a checklist, as well as employee interviews. Fueling and oil storage equipment, pumping facilities, primary and secondary containment, loading and unloading areas, waste oil storage areas, hazardous materials storage, hazardous waste storage, fire protection equipment, and employee protective equipment were visually inspected and applicable records and practices were reviewed.  Where applicable, a list of deficiencies was generated and submitted to USCG to document any areas where the facility needed upgrades in order to meet the requirements of the SPCC regulations. These deficiencies were addressed by USCG prior to preparation and certification. The SPCC plans were developed to meet the applicable requirements of the USEPA’s Oil Pollution Prevention Regulation - 40 CFR Part 112, which was last Emergency Management, Regulation and Policy Development Division, USEPA Guidance Document No. 550-B-05-001 titled, SPCC Guidance for Regional Inspectors Version 1.0 dated November 28, 2005 was used as guidance in preparing the SPCC plans.

By performing these SPCCs as part of multi-site portfolio’s, ARCADIS was able to take advantage of project management, travel, and plan preparation efficiencies and provide the services provide significant cost savings to the USCG of >$20,000.  ARCADIS utilized a small core team of staff to conduct site visits and prepare the reports. One lead Professional Engineer (PE) oversaw the entire project and developed methods for correcting common deficiencies that were present at a majority of the facilities. PE’s from the state in which the facility is located conducted final reviews and certified each SPCC Plan.  ARCADIS also worked closely with the USCG Engineering Units at the commencement of the project to develop a USCG specific SPCC plan template. The template was then utilized for all of the SPCC plans.  

ARCADIS was recently tasked with recertification of each of the SPCC plans that were originally developed in 2006.
